Sheff Wed Confronts Serious Challenges, Says Independent Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The team's current difficulties constitute a "serious issue" and the new football authority is looking to gain the ability to investigate clubs in such situations, its new chair the regulator has stated.

Through a comprehensive talk, the regulator, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporters' associations associated with the South Yorkshire club in recent days.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club missing wage payments on five separate occasions, including in September.

"Obviously the club has become a major concern for the league and a significant problem for football," Kogan told.

"The club represents one of the great brands for English football and in recent days we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases referred to us if they need to be investigated and dealt with."

Financial Struggles and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be willing to sell up at the stadium, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the English Football League (EFL) in June, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although that restriction was lifted in August.

Authority's Position

The chairman stated: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has represented their community in numerous instances.

"I fully appreciate Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the supporters."

Inquired if the regulator could force an owner to sell a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"Our least desirable course of action is start getting involved with an individual club, an particular chairman, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the chairman's encountering," Kogan said.

"In actuality, when you look back over the history of football, over the recent generations there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if we get it wrong, if the sport makes errors, the remarkable development accomplished might evaporate rapidly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a major achievement - we need to continue the progress.

"Considerable investment entering the sport and has been invested for the past two decades, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I completely endorse the success and growth as an economic entity of the elite league.

"Being fully aware of the worry about compromising the division as a high-quality offering of England. But concurrently, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a considerable comfort."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the political party in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any form of political activity."
